Home Energy Assistance Program (HEAP)

To assist our clients our Home Energy Assistance Program (HEAP) arranges utility bill payments. To become eligible all applicants must present specific documents. The service is limited to the payment of one home/apartment bill per year. Eligible clients may apply for HEAP services at VICS main offices during working hours in Santa Fe Springs. At times VICS HEAP counselors make application presentations at various community locations. At the locations clients may sign up and be processed for eligibility.
Requests for HEAP services can be arranged by mail, telephone, Fax, email or by applying  in person at the VICS Santa Fe Springs headquarters.   The following documents are required to apply for a HEAP program:
1.  Picture identification of Drivers License	3.  A current gas utility bill
2.  Social Security Card	4.  A current electric utility bill
